The International Cricket Council (ICC) is set to discuss the budget for the 2025 Champions Trophy during its annual conference in Colombo. This discussion comes amid concerns about overspending during the 2024 T20 World Cup, particularly due to the costly construction of a modular stadium in New York, which reportedly led to the resignation of two senior ICC officials.
Financial Outlay for Champions Trophy 2025

A major item on the agenda is the approval of the financial outlay for the upcoming Champions Trophy 2025 budget, meticulously prepared by ICC Chief Financial Officer Ankur Khanna in collaboration with PCB CFO Javed Murtuza. The detailed budget will first undergo scrutiny by the Finance and Commercial Affairs Committee (F & CA), chaired by Jay Shah, the Secretary of the Board of Control for Cricket in India (BCCI), before it reaches the ICC Board for final approval.
Venue Uncertainties and India’s Participation
The budget documents outline Lahore, Karachi, and Rawalpindi as the venues for the tournament. However, India’s participation remains uncertain, contingent on the approval of the Government of India. Historically, the Indian government has been reluctant to allow the national team to play in Pakistan, as evidenced by the team’s non-participation in the Asia Cup in Pakistan last year. This situation led to a hybrid venue model involving a second venue. The potential for a similar hybrid arrangement for the Champions Trophy 2025, possibly involving the UAE or Sri Lanka as additional venues, will be a critical point of discussion. Officials have scheduled an inspection of the identified Pakistan cricket venues for September.
The fallout from the 2024 T20 World Cup overspending clouds these budget discussions. The construction of the temporary stadium in New York, intended to expand cricket’s global footprint, resulted in significant budget overruns. This situation has put the ICC under scrutiny and increased the pressure on managing future financial plans more meticulously.
